2015 CRC Actions

July 2015 CRC Actions

  • Granted a variance request from Carteret County with the Down East Council, who sought relief from the commission’s coastal wetland rules in order to install a welcome sign on county property near the New River Bridge. CRC rules limit development in coastal wetlands to water-dependent uses.
  • Granted a variance request from the Town of North Topsail Beach, who sought relief from the commission’s sandbag rules in order to retain a geotextile containment tube that was installed as a temporary stabilization method during construction of a sandbag revetment project. As a condition of the permit, the tube was to have been removed following completion of the sandbag structure construction. The town had requested that the tuberemain part of the temporary erosion control structure until March 31, 2016 or until the completion of Onslow County’s channel maintenance/beach disposal activities, whichever is later. The geotextile tube will be allowed to remain in place until the completion of the Onslow County beach disposal activities or June 30, 2016, whichever is earlier.
  • Adopted amendments to 15A NCAC 7H .0304 AECs Within Ocean Hazard Areas, which would repeal the High Hazard Flood Area of Environmental Concern.
  • Certifiedan amendment to the land use plan for the town of Carolina Beach.

April 2015 CRC Actions

  • Granted a variance request from Wineducks, LLC, who sought relief from the commission’s Coastal Shoreline buffer rules in order to construct additions to an existing elevated wooden deck and reposition an existing stairway leading to the deck on a commercial structure in Duck.
  • Granted a variance request from Parker/US Life Saving Service, LLC, who sought relief from the commission’s Coastal Shoreline buffer rules in order to construct a single-family residence on a lot adjacent to Banks Channel in Wrightsville Beach. Petitioners must install an engineered stormwater collection system as a condition of the variance.
  • Adopted 15A NCAC 7H .1500 General Permit for Excavation of Upland Basins.
  • Approved the Fiscal Analysis for amendments to 15A NCAC 7B CAMA Land Use Planning Guidelines and 7L Local Planning and Management Grants.
  • Approved the final report of 7B Land Use Planning Rules to send to the Rules Review Commission.
  • Reauthorized the existing static line exceptions for the towns of Atlantic Beach, Pine Knoll Shores, Indian Beach and Emerald Isle for five years.
  • Voted to send a resolution to each member of the CRC Science Panel and Drs. Houston and Dean thanking them for their work on the Sea Level Rise Report Update.
  • Approved for public hearing proposed rules for establishing local development lines

Feb. 2015 CRC Actions

  • Adopted 15A NCAC 7K .0208 Single Family Residences Exempted

  • Voted to move forward with review of 7B Land Use Planning Rules.

  • Approved the draft legislative report of 7B Land Use Planning Rules.
  • Voted to request DENR opinion on beneficial use of dredged materials at state ports inlet areas.

  • Voted to move forward with the concept of a development line for nourished beaches, and establish a working group to develop details and requirements.
